This is on of the approaches SaferRwanda uses in implementing its overall peace programs. The strategy consists of providing income generating boasters in terms of domestic animals and poultry as incentives to the improvement livelihoods of the community members, who, in turn, proceed by giving siblings of the animals received to other members of the community on a rotational scheme. The rotational approach enables a large number of the community to benefit . This has been found effective in increasing confidence of the community members, hence contributing to unity and reconciliation. Under the action against illicit proliferation of small arms and light weapons program, it has commonly revealed that the proplem of illicit small arms possesion is coupled to poverty. It is in this regard that SaferRwanda economically empowers the community as an approach to address the problem of illicit SALW concurrently with poverty reduction programmes.
